1. The Government of the Kingdom of Lesothohas receivedfinancing from the World Bank toward the cost of the Lesotho Renewable Energy and Energy Access Project (LREEAP and intends to apply part of the proceeds toward payments under the contract for Electrification of villages at Matsieng in the Maseru District.
2. The Lesotho Electricity Company (Pty) Ltd now invites sealed bids from eligible bidders for the following works at Matsieng:
- Extension and Construction of 11/33kV electrical distribution line.
- Installation of 11/400 or 33/400 kV transformers.
- Construction of 0.4kv (LV) lines.
- Service connection to households.
3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (Fifth Edition) (“Procurement Regulations”) and is open to all eligible bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible Bidders may obtain further information from the Lesotho Electricity Company (Pty) Ltd, Mr. Mokheseng Mokuoane, Project Manager LREEAP LEC email: makhabanel@lec.co.ls Cc mokuoane@lec.co.ls and inspect the bidding document during office hours08H00 to 1700 hoursat the address given below.
5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LSL1000.00 (One Thousand Lesotho Loti). The method of payment will be direct deposit or bank transfer into the bank account shown below. The proof of payment (POP) must be sent to the address below in scanned PDF format and the Biddinge document will be sent by email. The banking details:

6. Bids must be delivered to the address below on or before 7th August, 2024 at 10H00. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 7th August, 2024 at 10H30. A pre-bid meeting shall not be conducted. A site visit to the Project site shall be convened on 2nd July, 2024. Interested bidders shall assemble at corner Main South One Road and Ha-Moruthane T-junction at 09H00.
7. All bids must be accompanied by a Bid-Securing Declaration using the relevant form provided in the bidding document.
