Request for Proposals for Design and Build
Extension of Devcourt Flats Plot No. 12282-076
RFP#: LNDC-PDM-20231201
The LNDC is seeking proposals from private sector development entities to
deliver solutions that drive economic development, sustainability, and
community well-being. The earmarked site is located at Devcourt Flats Plot
no.12282-076 located within Maseru CBD along Kingsway Road.
Interested and eligible bidders may purchase the tender document by paying
a non-refundable fee of M2,000.00 (Two thousand Maloti). The tender
document will be available to the public from Monday 11th to 15th of
December 2023 and again on Wednesday 03rd to 11th of January 2024, at
LNDC Development House, Block A level 6, Finance office.
Suitability of the bidders will be assessment through and /or not limited to:

  • Demonstrate prior property development experience of minimum three
    (3) projects of not less than M30m each. Bidders must attach copies of
    completion certificates or similar evidence with contact details of clients.
    (bidders who do not have the requisite experience will be disqualified)
  • The key experts must include but not be limited to Professional
    Architect, Engineers, Project Manager, and Building Contractor with not
    less than ten years relevant experience.
  • Innovative and creative concepts which include green technologies.
  • Evidence of Financial capacity.
  • Ability to complete the project within twelve (12) months.
    Proposals must be deposited in the tender box situated at 1st floor LNDC
    Development House Block A reception area and a soft copy of the tender
    document must be emailed to tenders@lndc.org.ls on or before Thursday 08
    February 2024 at 12:00pm. Submissions received after the deadline will not
    be considered. Bids will be opened publicly immediately thereafter.
    All bids must be accompanied by valid traders’ license, tax clearance and
    proof of authorized signatory.
    The LNDC reserves the right to cancel the tender, reject any or all tenders
    without assigning any reason thereof. The corporation is not bound to accept
    the lowest or any bid
