Economic Feasibility, Social and Environmental Impact Assessment Study,

Preliminary and Detailed Engineering Design & Tender Documentation of the upgrading to Bitumen Standard of the Mohale’s Hoek to Mpharane (B25)

1. The Government of the Kingdom of Lesotho through Roads Directorate has set aside funds through the Ministry of Finance and Development Planning towards the cost of consultancy services for the economic feasibility, social and environmental impact assessment study, preliminary and detailed engineering design & tender documentation and intends to apply a portion of these funds to eligible payments under the Contract for which this RFP is issued.

• The Roads Directorate now invites proposals from suitably qualified established civil engineering consultancy firms with 10 years road design experience with at least 5 projects in new construction or upgrade Road Designs of similar nature and complexity of which criterion shall serve as a pre-qualification to shortlist into detailed evaluation to provide consulting services as set out in the Request for Proposals to be issued upon request. Projects completion certificates are a requirement under this criterion. Request for Proposals to be issued upon payment of nonrefundable fee of Three Thousand Maloti and Zero Lisente only(M3,000.00). The method of payment will be by transfer or deposit into the following Bank Account: Roads Directorate Operating Revenue, Account Number No.: 021000067633, Swift Code: NEDLLSMX, Branch Code: 390161, Nedbank, Lesotho and proof therefore be presented to the Roads Directorate. Facility shall be made available for purchasing the documents by POS/Swiping at the Finance Division (Room G03), Roads Directorate Headquarters.

• A Compulsory pre-tender briefing, will be held on Tuesday the 26^st May 2025 at the Roads Directorate Headquarters offices @  10:00hrs.

• A firm will be selected under “Quality/Cost” Based Selection (QCBS) and procedures described in this RFP.  Contract format for this project (Design and Tender Assistance) shall be a “Lump Sum Type’

• The Proposals (both Technical & Financial in separate envelopes) which must be accompanied by

A valid Tax Clearance Certificate certified at source

A valid Trader’s License certified at source

Submission of the Proposals shall comprise an original and three copies in sealed envelopes and a soft copy(flash) (bearing the name “MOHALE’S HOEK – MPHARANE TECHNICAL PROPOSAL “OR” FINANCIAL PROPOSAL”) together with the additional mandatory information (listed above) should be deposited in the Tender Box near the Procurement Office (Room G11) of the Roads Directorate on or before Thursday 12^th  June 2025 at 1200 Midday/Noon Lesotho Time and the tender opening will on the same on the date, Thursday 12^th  June 2025 at 1430 hrs.
