INVITATION TO TENDER

MINISTRY OF LAW AND JUSTICE

TENDER MoLJ 1/3 OF 2025/2026 FOR SECURITY SERVICES

Tenders are invited from suitably qualified Lesotho registered suppliers (companies) for the provision of security Services for the fiscal year 2025/2026.

Tender documents are obtainable from Government Printing at Industrial area near Maseru Bridge on payment of a non-refundable fee of M1500.00 from 4nd April 2025 to 30th d April 2025 at 10:00am. Failure to use prescribed forms (Tender documents) will result in disqualification of the tender.

For participation in the tender bidders are expected to pay a non-refundable fee of M1500.00 payable to Accounts Government Printing on/or before the closing date of the tender.

 All bids shall be accompanied by a bid security of  two percent (2%) bid security in the form of bank guarantee in a form of a BANK GUARANTEE CHEQUE valid for 90 (ninety) days after bid opening.

Tenders in duplicate (original and four copies) should reach the Procurement Unit Ministry of Law and Justice, Government Printing P.O. Box 268 Maseru 100 Lesotho, Industrial Area near Maseru Bridge.

The closing date for Security Services is 8th  May 2025 at 10:00am and tenders will be publicly opened on the 8th  May 2025 at 10:30am. Tenders in sealed envelopes should be marked as ‘Tenders for Security Services 2025/2026

Tenders must bear the official stamp of the company tendering and the signature of responsible senior officials.

PRICES should include all relevant and essential unavoidable costs, e.g., transport costs, inflationary factors, insurance, unforeseen circumstances that might arise during the term of the tender and should be VAT INCLUSIVE. The tender prices shall hold firm for the first year of the contract.

Tenderers are advised to note that suppliers to the Lesotho Government are expected to be in compliance with the tax obligations by attaching the following mandatory documents which must be certified by originating offices.                                  

                                                         TENDER REQUIREMENTS

Lot 1 Government Printing and Stationery

1.Three (3) day security persons, one (1) armed and one (1) with broad knowledge of CCTV Camera systems operations to be stationed in the control room; also to provide weekly and monthly reports from Monday to Friday during working hours.

 2. Two (2) armed night security persons to guard and patrol the premises and one (1) with broad knowledge of CCTV camera stationed in the control room from Monday to Sunday including holidays.

Lot 2 Administration

1. One (1) armed day security persons to guard and patrol the premises from Monday to Sunday including holidays.

2. One (1) armed night security persons to guard and patrol the premises from Monday to Sunday including holidays.

Lot 3 Maseru West

1. One (1) armed day security persons to guard and patrol the premises from Monday to Sunday including holidays.

2. One (1) armed night security persons to guard and patrol the premises from Monday to Sunday including holidays.

MONDATORY REQUIREMENT

Bidders who do not comply with the following conditions will be disqualified

(i)     Certificate of registration for private security certified at source

(ii)    Valid Trading License and/or business Identity card

(iii)   Valid Tax Clearance Certificate and/or VAT Certificate

(iv)   Certificate of Bona Fide Tendering to be completed and stamped by one of the Directors

(v)    Bid submissiom form to be completed and stamped by one of the Directors

(vi)  Valid copy of Insurance Certificate for Security Personnel

(vii) Valid copy of insurance certificate for professional liability for the bidder

(viii) Current three (3) months bank statement stamped from the source.

(ix) A two percent (2%) bid security in the form of bank guarantee

(x) Copy of the Certificate of Incorporation, the company extract detailing ownership and business activities together with a copy of identity documents
