INVITATION FOR BIDS

Supply and Delivery of ICT Equipment for Other Government Agencies (OGA) under Rollout of Lesotho National Single Window (LNSW)

  1. The Government of the Kingdom of Lesotho has received financing from the World Bank (Bank) toward the cost of the Competitiveness and Financial Inclusion (CAFI) Project and intends to apply part of the proceeds toward payments under the contract for the Supply and Delivery of ICT Equipment for Other Government Agencies (OGA) under Rollout of Lesotho National Single Window (LNSW) (CAFI-WB-G02).
  • Ministry of Trade, Industry & Business Development through CAFI Project Implementing Unit now invites sealed Bids from eligible Bidders for Supply and Delivery of ICT Equipment for Other Government Agencies (OGA) under Rollout of Lesotho National Single Window (LNSW).

  • Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from Competitiveness and Financial Inclusion (CAFI) Project Management Unit from following email Address procurement@cafi.org.ls and inspect the bidding document during office hours Procurement Unit from 09h00 to 16h00 hours at the address given below.
  • A complete set of bidding documents in English may be purchased by interested eligible bidders upon payment of a nonrefundable fee of LSL1,000.00. The method of payment will be direct deposit to the Nedbank Account Name is Competitiveness and Financial Inclusion Project Maloti Account (Ministry of Trade and Industry), Account Number is 11990167259 and Branch Name is Maseru Branch.
  • Bids must be delivered to the address below Competitiveness and Financial Inclusion Project, 1st Floor ‘Matanki House, Corner Balfour and Kingsway Road on or before 08th May 2025 at 10h00. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 08th May 2025 at 10h15.

  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
  1. The Ministry of Trade, Industry & Business Development through CAFI Project reserves the right to cancel the procurement process at any stage before the bid opening, during the bidding process, or prior to awarding the contract without incurring liability or obligation to any bidder. Cancellation may occur due to changes in project requirements, budget constraints, administrative or technical challenges, irregularities, non-compliance with regulations, or if the process no longer aligns with project objectives or funding availability.
