Overview

Jhpiego seeks a Technical Director (TD) to provide technical leadership, strategic direction, and project management to ensure programmatic and technical integrity for an upcoming USAID-funded Sustaining Epidemic Control through Unified Prevention in Lesotho (SECURE) project in Lesotho.  The project aims to close gaps to reach and sustain HIV epidemic control through unified approaches to prevention and strengthened community systems.  The project will improve uptake of combination HIV prevention services, improve effective coverage of non-discriminatory, person-centered, integrated services, and bolster resilient community systems that sustain quality HIV prevention services. The project will operate over a 5-year period.

The Technical Director will work closely supervise with the program implementation team on biomedical HIV prevention and key populations-focused activities, including Voluntary Medical Male Circumcision (VMMC) and Pre-Exposure Prophylaxis (PrEP), to ensure that resources are applied appropriately (e.g. human, financial and material). Responsibilities include: supervising technical staff, overseeing annual work planning, leading the design, implementation, and reporting of project activities, and representing Jhpiego to donors and partners.  The Technical Director will also be responsible for providing strategic guidance and assistance in comprehensive HIV prevention services for program staff and other stakeholders; representing the project in technical working groups; and overseeing the development of HIV quality improvement systems.  The Technical Director will be responsible for ensuring the technical integrity of a comprehensive HIV program. The Technical Director will provide technical leadership in development of annual work plans and budgets to ensure program design is line with program and Ministry of Health (MOH) strategies and international best practices. The Technical Director will also work closely with program and technical staff to ensure excellence in technical implementation at targeted sites and communities. In addition, the Technical Director will lead cross-cutting approaches, such as quality assurance and improvement, linkages and referrals among services, and conduct operations research, as well as supervise other technical specialists and report to the Country Director.

Required Qualifications

  • A Medical Degree (doctor or nursing)
  • At least 8 years’ experience implementing and/or providing technical assistance in health systems strengthening, Sustaining Epidemic Control through Unified prevention
  • At least 8 years’ experience in implementing and/or providing technical assistance of $5 Million per year in donor-funded projects and in the design and implementation of health projects in Africa, preferably in Lesotho.
  • Demonstrated experience training clinical and community-based healthcare workers on HIV, health systems strengthening, and/or global health security, prevention and strengthening community systems
  • Demonstrated experience providing capacity building assistance at individual and organizational levels
  • Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; monitoring and evaluation.
  • Demonstrated experience with a mix of practical technical skills necessary for strengthening health service delivery at the regional, national, clinical and community-level
  • Experience in leading in the design of interventions, including HIV prevention (VMMC, PrEP), treatment, care, and support, ensuring that interventions are technically sound, evidence-based, and are sustainable
  • Demonstrated in-depth understanding of Lesotho healthcare system, particularly the public health system
  • Familiarity with USAID’s administrative, management and reporting procedures and systems
  • Proven track record managing a project team composed of several technical experts and fostering team work
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID’s host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Experience strengthening the capacity of the Lesotho MOH and delivering quality clinical HIV prevention, treatment, care and support services, including VMMC, PrEP, integrated TB and SRH services for key populations and AGYW.
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent verbal, written interpersonal and presentation skills in English and French
  • Proficiency in Microsoft Office
  • Ability to travel nationally to project sites

Preferred Qualifications

  • Master of Public Health preferred
  • Experience living and working in Lesotho preferred
