The Government of Lesotho has received a loan from the International Development Association (IDA) of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion (CAFI) Project and intends to apply part of the proceeds for consulting services.

One of the key Individual Consulting Services positions within the Project Management Unit (PMU) is that of the Procurement Manager.

The Consulting Services to be provided by the Procurement Manager include, timely implementation of the procurement activities in accordance with the provisions and standards set out in the World Bank Procurement Regulations as stipulated in the Financing Agreement as well as the Government of Lesotho Procurement Regulations.

The Ministry of Trade, Industry, Business Development and Tourism through the PMU, now invites eligible Individual Candidates to indicate their interest in providing the above-mentioned Services. Interested Candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria include: a minimum of Bachelor’s degree or equivalent in one of the following fields: Business Administration, Law, Engineering, Procurement, and Economics or related fields. At least seven (7) years’ experience in procurement for projects financed by the World Bank or any multilateral agency. A Professional Procurement Certification (CIPS) or equivalent will be an added advantage. Demonstrable knowledge and hands on experience in the use of World Bank Systematic Tracking of Exchanges in Procurement (STEP). Considerable knowledge of procurement methods and procedures; working knowledge of sources of supplies and price trends.

The attention of interested Candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   

A Candidate will be selected in accordance with the Individual Consultant Selection method set out in Procurement Regulations.
