- The Government of Lesotho has received financing from the African Development Fund herein after called the Bank towards the cost of the Urban Distribution Rehabilitation and Transmission Expansion Project and intends to apply part of the proceeds towards payments under the Contract for the Khukhune Substation Upgrade. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Lesotho Electricity Company (LEC) now invites sealed Bids from eligible Bidders for the supply of and/or execution of the Upgrade of the Khukhune 88/33 kV substation by adding 2×30 MVA transformers, construction of 6km of 132 kV transmission line from the Muela Hydropower Station to link the 88 kV transmission line from South Africa at the substation. This assignment should be conducted over a period of twelve (12) months.
3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework for Bank Group funded Operations dated October 2015, IFB and is open to all eligible Bidders as defined in the Procurement Framework.

The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of two thousand Lesotho Loti/South African Rand (LSL 2, 000.00 or ZAR 2,000.00). 6. A Pre-Bid meeting shall take place on 10th August, 2023 at LEC Training Centre, Lesotho Electricity Company (Pty) Ltd, 53 Moshoeshoe road, Industrial area, Maseru 100, Lesotho and will be followed by a site visit conducted by the Employer on 11th August, 2023.
7. Requests for clarification should be received by the Employer no later than: 21 days prior to the deadline for submission of bids.

Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address above on the 19th September, 2023 at 12:00 hrs.
9. All Bids must be accompanied by a Bid Security of one hundred thousand dollars (USD100,000.00) or its Lesotho Loti (LSL) equivalent.
10. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
