Expression of interest

Procurement of a comprehensive vehicle tracking and  telematics systems for Government of Lesotho vehicles.

BACKGROUND

The Government of Lesotho maintains a large fleet of vehicles across Line Ministries, and Agencies (MDAs) to support the delivery of public services. In pursuit of improved fleet efficiency, accountability, cost control, road safety, and asset management, the Government intends to procure and implement a vehicle tracking and telematics for Government of Lesotho vehicles.

The proposed solution shall provide real-time monitoring and management of government vehicles, drivers, fuel consumption, maintenance schedules, vehicle utilization, and other fleet-related controls and operations.

The Government therefore invites suitably qualified and experienced firms locally and regionally to submit Expressions of Interest for the supply, installation, commissioning, training, support and maintenance of a comprehensive telematics solution.

Only Short listed bidders will be issued with the detailed Request for Proposal for further proceedings.

Evaluation criteria;Technical 70: Financial 30

INTERESTED FIRMS SHOULD SUBMIT:

  1. Company profile.
  2. Certificate of incorporation.
  3. Tax compliance certificate.
  4. Registration certificate
  5. Proof of similar assignments completed.
  6. References from previous clients.

EXPRESSIONS OF INTEREST WILL BE EVALUATED BASED ON:

  • Company experience and capability.
  • Technical competence.
  • Relevant project references.
  • Proposed technical approach.
  • Training and skills transfer methodology.
  • Support and maintenance arrangements.
  • Any additional value-added services.
  • Innovation and technological advancement.
  • Training and skills transfer approach.
  • Local support capability.

Instruction for submission

The consulting firm should submit its proposal in one original and five copies in sealed envelopes clearly marked “Expression of Interest for vehicle tracker and  telematics system for Government of Lesotho”.  One original and 5 copies envelopes should be in one big envelope or container, marked as above and delivered to the following address:

Finance House tender box situated at 3rd Floor, Government Complex not later than 22 September, 2026 on or before 1200hrs. Tenders will be opened in the presence of bidders or their representatives who choose to attend at 1430hrs on the same day (22September, 2026) at 3rd Floor, Ministry of Finance Tender Board Room.

The deadline for proposal submission is 22 September, 2026 at 12:00 noon. Late submissions will NOT be accepted.

Please note that all costs associated with the preparation and submission of the proposal will be borne by the bidder.

This tender will be awarded by the Ministry of Finance and Development Planning Procurement Committee. Bidders must however, note that awarding of this tender will be subject to an agreed contract

The Ministry also reserves the right to cancel the tenders before submission/opening OR postpone the tender submission/opening dates and to accept/reject any or all tenders without assigning any reasons thereof. The Ministry is not bound to accept the lowest or any bid
