REQUEST FOR APPLICATIONS FOR POSITION OF PROJECT COORDNATOR

Terms of Reference  

Position:                                                          Project Coordinator

Reports to:                                                      Principal Secretary Ministry of Health

Duty station:                                                   Maseru

PURPOSE OF POSITION

The Project Coordinator will provide overall management support to the Lesotho Nutrition and Health System Support Project and COVID-19 Emergency Preparedness Response Project currently implemented under the Ministry of Health. Key areas of the project include, work planning, financial management, procurement management, monitoring and evaluation, environment and social safeguards. In line with the coordination role the Project Coordinator monitors implementation of all activities in the key the areas of the project in compliance with the MOH and WB procedures, reporting and documentation requirements of the project; and disseminates information related to the project to stakeholders and other interested parties.

KEY RESPONSIBLITIES/ACCOUNTABILITIES

The Project Coordinator has the responsibility to ensure the effective and efficient day to day project implementation under the overall guidance of the Principal Secretary.

The Project Coordinator will ensure the effective implementation and functioning of these two projects including quarterly and annual planning and reporting, implementation of project activities, and semi and annual project reviews.  

The Projector Coordinator will have the following main responsibilities

  • Prepares and update annual and quarterly workplan of the projects and submit them for approval to the National Technical Committee for Approval.
  • Prepares and participates in quarterly work planning and progress meeting and progress reporting meetings with national committee and concerned MOH departments and other implementing partners.
  • Provide technical support to implementing agencies, review technical reports and monitor technical activities carried out by these implementing agencies.
  • Ensure that all agreements with implementing agencies are prepared, negotiated, agreed and executed accordingly.
  • Coordinates implementation of decisions of the National Technical Committee.
  • Manages projects budget by ensuring
    • Projects funds are disbursed timely and in accordance with procedures laid out in the Project Implementation Manual
    • Expenditure is accordance with the approved budget and workplan
    • Accounting records and supporting documents are properly kept and financial reports are prepared and submitted timely.
    • Financial operations are transparent and financial procedures/regulations are adhered to.
    • Supervises Project Implementation Unit Staff and consultants working for the two projects.
    • Prepares progress reports, midterm review reports and final/closure reports of the project.
    • Prepares itineraries World Bank implementation support mission and follows up action items of the implementation support mission
    • Ensures timely submission of workplan, reports and other deliverables to MOH and World Bank and evaluations as appropriate.
    • Regularly report to and keep the MOH management and World Bank up to date on project progress and implementation.
  • Ensures implementation of Procurement Plan, M&E Plan, Environmental and Social Safeguards Plan from Project Implementation Unit.
  • Implement Performance Management System for Project Implementation Unit.

DELIVERABLES

  • Preparation of the annual workplan and budgets for project activities and presentation of the workplan and budget for endorsement by the National Technical Committee and approval by the World Bank.
  • Timely reporting on indicators in the Results Framework and for incorporation into the Quarterly Progress Report by implementing entities.
  • Timely compilation of Project Quarterly Progress Reports for endorsement by the NTC
  • Timely submission of semi-annual reports and quarterly reports and quarterly financial reports to World Bank and to other stakeholders as stipulated in the Project Implementation Manual.

 Organize and hold quarterly progress meetings as well as compiling and distributing minutes to members.

  • Timely submission of updates on agreed actions with the World Bank during the supervision mission.
  • Timely submission of different projects reports as outlined in Project Implementation Manual  

CONTRACT DURATION AND DUTY STATION

  • 27 months Contract Biannual Performance based contract.
  • Ministry of Health Head Quarters with frequent field visits.

QUALIFICATIONS

The Project Coordinator will meet the following minimum criteria

  • Post graduate degree in project management, public health, economics, health administration or related field is a requirement with proven project management experience.
  • At least 8 years’ experience of extensive experience at the senior management, planning, and familiarity with donor funding.
  • Strong analytical skills, oral and written communication and team building skills.
  • Substantial experience in leading teams of national and international experts.
  • Excellent orientation, interpersonal and diplomatic skills, ability to support dialogue with high level government officials.
  • Track record of project management, experience in managing World Bank funded projects will be an added advantage.
  • Proven Analytical skills and writing ability, as demonstrated by reports and publications.
  • Proven ability to work effectively and manage complex relationships with multiple development partners.
  • Good knowledge and network at the Health Sector
  • Good networking skills
  • A track record of teamwork and ability to produce high quality results and outputs under pressure.
