Background:
The Road Fund is a statutory organisation established to fulfil its mandate of collecting road
user charges and disbursing these funds to support road maintenance, rehabilitation and road
safety initiatives throughout Lesotho. As part of its commitment to improving organisational
effectiveness, service delivery, operational efficiency, and long-term sustainability, the
organisation seeks to undertake a comprehensive organisational review and restructuring
exercise.
The review is intended to ensure that the organisational structure aligns with the organisation’s
operational requirements, legislative framework, technological advancements, and industry
best practices. The exercise will also assess the adequacy of existing staffing levels, reporting
structures, governance arrangements, and functional responsibilities to ensure optimal
performance.
Road Fund now invites eligible consulting firms (“Consultants”) to indicate their interest
in providing the required Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform
the Services (brochures including the name of the country in which the firm is registered;
experience of projects related to the assignment, including brief descriptions of most recent
relevant assignments showing location, client, costs and staff involved, etc.).
Purpose of the assignment:
The purpose of this consultancy is to undertake a comprehensive organisational review and
develop a fit-for-purpose organisational structure that enhances operational efficiency,
improves accountability and promotes sustainable growth.
Objectives:
- Review the current organisational structure and assess its effectiveness;
- Determine whether current staffing levels are adequate;
- Review reporting lines, spans of control, and governance arrangements;
- Assess job roles and functional responsibilities;
- Identify duplication of functions, inefficiencies, and operational gaps;
- Recommend an optimal organisational structure;
- Develop an implementation roadmap for the restructuring process;
- Recommend appropriate change management interventions.
Short-listing Criteria
The shortlisting criteria are: (i) quality of submission, (ii) core business and years in business,
(iii) experience of the firm on similar assignments (relevant experience); (iv) technical and
managerial capability of the firm; (v) Reference letters on similar assignments from at least
5 clients (vi) firm’s experience working in the SADC region, preferably Lesotho; and (vii) for
international firms, potential association with local consulting firms.
The margin of preference shall be applied during evaluation.
Duration of the assignment:
The period of engagement is Twelve (12) to Sixteen (16) Weeks.

Consultants may associate with other firms to enhance their qualifications but should indicate
clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the
case of a joint venture, all the partners in the joint venture shall be jointly and severally liable
for the entire contract, if selected.
The Consultant will be selected in accordance with the Quality and Cost Based Selection
(QCBS) method.
