Appointment of an Individual Consultant – Procurement Management Specialist

1. Background

The Government of Lesotho (GoL) has received funding from the IDA World Bank and the SREP for the Lesotho Renewable Energy and Electricity Access Project (LREEAP) amounting to US$ 52.9 million. The objective of the project is to increase access to electricity in rural and peri-urban areas of Lesotho. The project will accelerate electricity access along two dimensions: (i) grid extension to economic development zones in peri-urban areas, and (ii) the deployment of mini-grids to reach rural and remote communities. The LREEAP demonstrates the GoL’s commitment to advance the electrification agenda and the implementation of the Lesotho Energy Policy 2015 – 2025 by supporting the provision of off-grid electricity services as well as grid electrification of economic zones to enhance job creation.

1.1 Overview of components

The Lesotho Renewable Energy and Energy Access Project (LREEAP) is a 7-year World Bank funded project implemented by the Ministry of Energy through the Department of Energy (DoE) and the Lesotho Electricity Company (LEC) . The project is financed through IDA loan amounting to $40 million, SREP Loan $ 8 million and SREP Grant $4.9 million. The financing agreement for the project was signed on the 13th March 2020 and the project gained its effectiveness on the 31st July 2020. The project is in its third year of implementation.

2. Objective of the assignment

For the implementation of the above-mentioned sub-components, LREEAP wishes to engage a Procurement Management Specialist on a full time, three (3) years fixed contract to Project Implementation Unit (PIU). The successful applicant will, manage all procurement aspects under the project and adhere to good practices and governance, in strict accordance with the World Bank procurement guidelines as well as of the GoL.

For the implementation of the above-mentioned sub-components, Ministry of Energy through the Department of Energy wishes to engage a Procurement Management Specialist to assist the LREEAP Project Implementation Unit (PIU).

The main objective will be to manage all procurement aspects and processes of the LREEAP in line with Government Procedures in close coordination and collaboration with Ministry of Energy.

2.1 Scope of services and responsibilities:

  1. Project Procurement Specialist. The Main responsibilities are to:
  2. Preparing procurement, contract award and disbursement plan
  3. Ensure timely preparation of all the tender documents under the project
  4. Ensure that Requests for Proposal (RFP) and bids received are in compliance with WB and GOL guidelines
  5. Arrange pre-bid conferences and Respond to bidders’ queries
  6. Bid evaluation and contract preparation
  7. Ensure timely procurement of materials and services by suppliers/ Contractors and Consultants
  8. Processing contractor/supplier’s invoice and ensure timely payment
  9. Tracking contract execution as per the contract agreement and take remedial measures to ensure contract completion as per contract agreement
  10. Materials management for the project and preparation of necessary materials reconciliation reports
  11. Ensure branding of materials as necessary
  • Report directly to LREEAP Coordinator

2.2. Reporting Requirements:

Procurement Plan, Bid documents and Requests for Proposal (RFP), Bids and RFP evaluation reports, Procurement document templates

2.3 Selection criteria

The selected candidate should have part of or totality of the following skills and experience:

  1. Degree in Business management or related field plus CIPS level six (6)
  2. Minimum 5 years’ experience in Public and Private Procurement, 3 years of which is in handling procurement activities under donor funded project procurement guidelines
  3. Masters in Supply chain management will be added advantage
  4. Membership in a recognised procurement-related institute such as CIPS
  5. Experience with Bank or other international development organization’ procurement procedures
  6. Good knowledge of both local and international procurement
  7. Negotiation and contract management experience
  8. Ability to analyze and report on procurement and financial matrix

2.4 Personal attributes:

3.3 Duration and location of assignment

LREEAP wishes to engage the Procurement Management Specialist on a full-time basis for a period of Three (3) years. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 2024/02/23 at 1200 noon SAT.
