The Ministry of Natural Resources, Kingdom of Lesotho has receivedfinancing from the World Bank (WB) toward the cost of the Lowlands Water Development Project Phase II (LLWDP II), and intends to apply part of the proceeds for Consultancy Services to undertake the Community Mobilization Study.
The objective of this assignment is to engage the consultancy firm to assist the project in empowerment and capacity building of communities in the project area to ensure ownership, accountability, management and sustainability of Water systems, also to provide communities with adequate knowledge of the new infrastructure, rational behind this latest development and to introduce the Water Service Provision models as stipulated in the Water Services Bill and Water Service Customer Connection Strategy.
The total estimated level of effort is 24 person months. Expected start date of assignment: 01st October 2025 for a period of six calendar months. No extension shall be granted.

The Ministry of Natural Resources, Kingdom of Lesotho now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The Consulting firm (Consultant) shall have been in existence for at least eight (08) years as a firm (if the Consultant constitutes a consortium of firms, each firm must have been in existence for at least eight (08) years as a firm and each firm must have demonstrable general experience in undertaking at least five (05) consultancies including project management in the last five (5) years; (Non- Government Organisations and Individuals are not eligible of this assignment)
- The firm must demonstrate specific experience in conducting at least two (02) similar assignments in the last five (05) years (Refer to the ToRs for details);
- Regional experience; The firm shall have knowledge and experience in consulting in at least three countries in Southern Africa or five countries on the African Continent;
- Technical and Managerial Capabilities of the firm. The firm should demonstrate the ability to undertake an assessment of this nature, including that it has the resources and expertise to execute such a project.
The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Open (with publication in the UNDB and local media), QCBS (Quality Cost Based Selection) method set out in the Procurement Regulations of the World Bank “Procurement in investment project financing Goods, Works, Non-Consulting and Consulting Services”, February 2025.
