Letter of Invitation

Request for Proposals for Consulting Services for the Environmental and Social Impact Assessment, Preliminary and Detailed Engineering Pavement Investigation and

Rehabilitation Design, Tender Documentation, Construction Supervision and Post Contract

Services of the A4 road (Sekake to Ha Mpiti) +  

  1. The Roads Directorate has set aside funds from the Road Fund towards the cost of consultancy services for the Rehabilitation Design & Updating of Bidding Documents, precontract, construction supervision and post contract services for the A4 Road (Sekake to Ha Mpiti) and intends to apply a portion of these funds to eligible payments under the Contract for which this RFP is issued.  
  • The Roads Directorate now invites proposals from suitably qualified  established civil engineering consultancy firms with at least 5 projects in Pavement investigation and Rehabilitation Design to provide consulting services as set out in the Request for Proposals to be issued in Hard Copy (soft copy will only be issued as a supplementary document for document control purposes) upon payment of non-refundable fee of Three Thousand Maloti and Zero Lisente only(M3,000.00). The method of payment will be by transfer or deposit into the following Bank Account: Roads Directorate Operating Revenue, Account Number No.: 021000067633, Swift Code: NEDLLSMX,  Branch Code: 390161, Nedbank, Lesotho and proof therefore be presented to the Roads Directorate. Facility shall be made available for purchasing  of the documents by POS/Swiping at the Finance Division (Room G03), Roads Directorate Headquarters. Projects completion certificates/reference letters are a requirement under this criterion.
  • A Compulsory pre-tender briefing, will be held on Tuesday the 26st May 2025 at the Roads Directorate Headquarters offices @  12:00hrs.
  • A firm will be selected under “Quality/Cost” Based Selection (QCBS) and procedures described in this RFP.  Contract format for the Design and Tender Assistance stage shall be a “Lump Sum Type’ whereas Contract for Supervision Stage shall be a ‘Time Based Type”.
  • The Proposals (both Technical & Financial in separate envelopes) which must be accompanied by

A valid Tax Clearance Certificate certified at source

A valid Trader’s License certified at source

Submission of the Proposals shall comprise an original and three copies in sealed envelopes and a soft copy(flash) (bearing the name “SEKAKE – HA MPITI TECHNICAL PROPOSAL “OR” FINANCIAL PROPOSAL” together with the additional mandatory information (listed above) should be deposited in the Tender Box near the Procurement Office (Room G11) of the Roads Directorate on or before Thursday 12th  June 2025 at 1200 Midday/Noon Lesotho Time and the tender opening will on the same on the date, Thursday 12th  June 2025 at 1430 hrs.
