COMMISSION SECRETARY 3 TO 5 YEAR FIXED TERM CONTRACT (RENEWABLE)
The Lesotho Highlands Water Commission (LHWC) is seeking an experienced and visionary leader to serve
as its Commission Secretary. This role demands strategic oversight, administrative and governance
expertise, with a deep understanding of international cooperation and bilateral negotiations. The
Commission Secretary, established by Article 9 (18) of the Treaty, shall oversee the day-to-day administration
of the Commission and ensure effective and efficient support services to both Delegations. Responsibilities
include maintaining close and efficient working liaison with the Lesotho Highlands Development Authority,
the Trans-Caledon Tunnel Authority, and other relevant entities as needed. Additionally, the Commission
Secretary will prepare the annual budget and cash flow forecasts and control expenditure against the
approved budget, provide the Commission with secretarial support, which incorporates being Secretary to
the Commission with responsibilities for scheduling and convening Commission meetings in consultation
with both Delegations, taking minutes, and preparing action lists arising from such meetings, managing
actions and action completion rates. The LHWC comprises Government Delegations from Lesotho and
South Africa responsible for the successful implementation of the Lesotho Highlands Water Project.
KNOWLEDGE AND SKILLS:
A related Master’s degree.
Must have an undergraduate Degree in any
discipline.
Professional registration / membership with
Law or Accounting or Corporate Governance or
related institutes/bodies.
Minimum of 15 years of senior management
experience.
Exposure to Engineering, Water Resource
environments and projects will be useful.
Exposure to Company / Board secretary function
will be useful Diplomatic Status in SA and
Lesotho – Diplomacy skills
MAIN OUTPUTS AND RESPONSIBILITIES:
Leadership & Strategic Direction:
Develop and implement strategic plans to
achieve LHWC’s goals.
Provide leadership and guidance to ensure a
unified vision and cohesive operational
direction.
Lead a diverse team, fostering a culture of
excellence, collaboration, and continuous
improvement.
Financial Oversight:
Oversee the management of the Commission’s
financial function.
Certify in the Commission’s annual financial
statements; ensure the Commission filed
required returns and notices as legislated and
whether such returns appear to be accurate,
correct, and up to date as per legislation.
Ensure that the Commission’s annual financial
statements are sent to all appropriate parties.
Operational Management and Secretarial
Services:

Oversee the daily operations of the LHWC,
ensuring efficiency, compliance and
effectiveness.
Oversee the Commission’s information
technology function.
Oversee the administrative functions of the
Commission.
To formulate the Commission’s Annual work
plan and calendar and establish deadlines for
submissions of documents.
Stakeholder Engagement & Governance Services:
Manage relationships with Key stakeholders,
including delegates.
Ensure that Delegates grasp the broader
context
within which Commissions function
and the obligations associated with their
mandate.
Evaluate the training requirements of delegates
needed to effectively fulfill their fiduciary and
governance duties, as well as their
understanding of ethics and corporate
governance, including applicable codes of
conduct.
Provide orientation for new delegates and
ensure that all delegates continuously improve
their knowledge and skills.
Legal & Regulatory Compliance:
Ensure that the Audit, Compliance and legal
requirements with respect to all commission
regulatory returns are filed and reported
accordingly.
Provides support and advice for Audit,
Compliance and legal queries, particularly
about laws and regulations as well as contracts
and agreements.
Engage and liaise with external audit,
compliance, risk, and legal firms and manage
associate costs where relevant.
Manage and custodian of all Company
contracts, policies, and procedures.
