VACANCY ANNOUNCEMENT – CHIEF EXECUTIVE

The Water and Sewerage Company (WASCO) is a public utility established under the Water and Sewerage Company (Proprietary) Limited (Establishment and Vesting) Act of 2010. WASCO is responsible for providing potable water supply and wastewater services across urban and peri-urban areas of Lesotho. The Company’s mandate is critical to national development, health, economic growth, and environmental sustainability.

As WASCO enters a transformative period marked by sector reforms, climate change pressures, financial sustainability imperatives, and rising customer expectations, we are seeking a visionary and results-driven Chief Executive to lead the company in delivering on its 2025–2030 Strategic Plan.

KEY PERFORMANCE AREAS

1. Strategic Leadership & Sector Transformation

  • Drive execution of WASCO’s 2025–2030 Strategic Plan, focusing on utility transformation, operational resilience, and service coverage expansion.
  • Provide visionary leadership to steer WASCO through sector reform engagements with the Government and the regulator (LEWA).
  • Ensure WASCO aligns with national development plans and Sustainable Development Goals (SDGs), particularly SDG 6.

2. Non-Revenue Water (NRW) Reduction & Service Reliability

  • Champion innovative and cross-functional approaches to reduce NRW, including community engagement, technology adoption, and infrastructure management.
  • Improve operational efficiency, minimise water losses, and enhance billing and revenue collection systems.

3. Operational Sustainability & Infrastructure Investment

  • Oversee the delivery of capital projects, infrastructure rehabilitation, and climate-resilient water and sanitation systems.
  • Strengthen asset management, preventative maintenance, and service continuity under increasing environmental stressors.

4. Organisational Culture & Human Capital Development

  • Lead the transformation of WASCO into a performance-driven and people-centred utility.
  • Oversee development and implementation of HR strategies that build staff capacity, morale, and service excellence.
  • Create a culture of integrity, innovation, accountability, and wellness across all levels.

5. Customer Focus & Public Confidence

  • Enhance customer experience and stakeholder trust through improved responsiveness, outreach, and brand visibility.
  • Strengthen communication strategies to manage public expectations, complaints, and feedback mechanisms.

6. Financial Viability & Revenue Enhancement

  • Drive financial sustainability by implementing cost recovery, tariff structuring, and operational budgeting reforms.
  • Oversee prudent financial management, debt servicing, and investor confidence.

7. Governance, Risk & Compliance

  • Ensure full compliance with corporate governance frameworks, legal obligations, and performance targets set by the Board and regulators.
  • Mitigate risks and build organisational resilience to external shocks including economic downturns and climate events.

8. Stakeholder Engagement & National Partnerships

  • Strengthen institutional relationships with the Ministry of Natural Resources, LEWA, LHDA, donors, communities, and private sector players.
  • Represent WASCO in national forums, regional water bodies, and donor-funded project steering committees.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Engineering (Civil, Water, Mechanical, Electrical or Environmental).
  • A Master’s in Business Administration (MBA) or Public Administration (MPA) is a strong added advantage.
  • At least 10 years of senior executive leadership in a utility, infrastructure, or public-sector organisation, with a proven track record of transformation and results.
  • Experience in water or wastewater management, utility reform, or large-scale public-private partnerships is highly desirable.

  • Deep understanding of urban water utility operations, infrastructure lifecycle, and customer service models.
  • Strategic thinking, political acumen, and change leadership capacity.
  • Strong knowledge of regulatory frameworks, governance, and compliance in the public enterprise environment.
  • Financial management, commercial acumen, investment planning, and resource mobilisation skills.
  • Exceptional communication, negotiation, and stakeholder engagement skills.
  • Integrity, transparency, emotional intelligence, and ability to lead through uncertainty and complexity.
