PUBLIC NOTICE ON THE WATER AND SEWERAGE COMPANY (WASCO) APPLICATION FOR TARIFFS ADJUSTMENT FOR THE FINANCIAL YEAR 2023/24

A. Introduction

The Lesotho Electricity and Water Authority (LEWA) informs the Urban Water and Sewerage Services (UWSS) stakeholders and the general public that, the Water and Sewerage Company (WASCO) has filed an Application for a review of urban water and sewerage services tariffs for the Financial Year 2023/24. This Application was submitted in line with Section 24(3) of the LEA of Act 2002, as amended. WASCO holds a Composite Licence issued in terms of Section 50 of the LEA of Act 2002 as amended.

B. WASCO’s Application cited therein:

On 19 June 2023, WASCO submitted an application in which the Company requests an approval for a revenue requirement of M298.835 million comprising M251.425 million and M47.410 million for water and sewerage, respectively. According to the application, this revenue requirement will be generated by a tariff adjustment of 14.8045% and 4.7% on water volumetric and standing charge, respectively, for domestic and non-domestic customers[1] as well as an adjustment of 31.5% for sewerage. In addition, WASCO requests to be allowed full (100%) cost recovery on new water connections.

C. Invitation to public hearings

In accordance with Section 24(6) of the Act, as amended the UWSS stakeholders and the general public are invited to participate in public hearing sessions, scheduled below:

Alternatively, the copies may be downloaded from the Authority’s website at https://www.lewa.org.ls/tariff-applications/. Stakeholders who are in the districts may access copies of the Application from the District Administrators’ offices as from 18th July, 2023.

D. Invitation for public comments

Following Section 24(6) of the Act, stakeholders and the general public are invited to make and forward their written comments and inputs on the Application for consideration before LEWA makes a final determination. The deadline for receiving written comments is 31 July, 2023
