            REQUEST FOR PROPOSALS FOR PROVISION OF RECRUITMENT SERVICES

The Lesotho Highlands Water Commission (LHWC) invites qualified consultant firms or individuals experienced in recruitment for large-scale multidisciplinary organizations in bilateral or multilateral environments. The focus of this Request for Proposals (RFP) is to secure executive recruitment services for the position of Commission Secretary, who should be from the SADC Region but not from either Lesotho or South Africa in order to maintain neutrality.

Established by the 1986 Treaty between Lesotho and South Africa, the LHWC oversees the implementation of the Lesotho Highlands Water Project (LHWP). Comprising delegations from both signatory parties, Lesotho and South Africa, the LHWC is coordinated by a Secretariat, facilitating intra-Commission engagements and communication with the outside world.

The LHWC is seeking consultants with a proven track record in recruiting and placing senior leadership team members in complex organizations. The selected consultant will be responsible for identifying and securing a Commission Secretary for LHWC. The ability to identify and place candidates in leadership roles, particularly in a cross-national setting, will be a key factor.
