Plant and Design Build of the upgrading to bitumen standard of +/-9.0km of Seboche Road from Ha Paramante to Ha Lebetla (Khukhune) in Butha-Buthe District.

1. The Roads Directorate has set aside funds and invites Bids from Local Category A Contractors and International Contractors meeting the post Bid qualifications as set out in the Bid Document, for the Plant and Design Build of the upgrading to bitumen standard of +/-9.0km of Seboche Road from Ha Paramante to Ha Lebetla (Khukhune) in Butha-Buthe District.
2. The International companies that are not categorised under the Roads Directorate and wish to submit their bids shall pay the registration fee of M20,000.00 and submit their proof of payment at the Roads in order to obtain a verification document that funds have been received. That verification document should be attached to their bids.

• The Project is a Plant and Design-Build Contract, and the Contractors are therefore advised to team up with a Consultant of their choice to bid for the Project

• A full set of Bid documents comprising PARTS 1, 2 & 3 – Bidding Procedures, Works Requirements, Bills of Quantities for Provisional Sum, Conditions of Contract and Contract Forms shall be available from Monday, 02^nd June 2025, upon payment of a non-refundable fee of M5,000.00 (Five Thousand Maloti) from the Roads Directorate Accounts Office on the ground floor (Room G03), Roads Directorate Headquarters in the Maseru West Industrial Area (Opposite Browns Cash and Carry), Moshoeshoe Road, Maseru. The method of payment for purchasing of the above project tender document will be by transfer or deposit into the following Bank Account:  Roads Directorate Operating Revenue Account, Account No.: 021000067633, Swift Code: NEDLLSMX, Branch Code: 390161, Nedbank, Lesotho, and proof thereof be presented to the Roads Directorate.  Facility shall be made available for purchasing of the tender documents by POS/swiping at the Finance Division (Room G03), Roads Directorate Headquarters

• A Compulsory site visit and pre-tender briefing, at the tender’s own cost, have been organized on 5^th June 2025. Prospective Bidders are requested to assemble at KM 6 from Ha Marakabei Junction, at Ha Paramente (28^o41’6.972’’S, 28^o23’41.52’’E) by 09.30 A.M. The site inspection tour shall commence at 10.00 A.M. and shall be followed by the “question and answer” session (pre-bid conference) to be held following the inspection visit at the end of the tour.
• Attendance (site visit and pre-tender briefing) will be confirmed by issuance of the certificate of attendance by the authorized Roads Directorate’s Representative, who shall conduct this tour. The attendance certificate must be enclosed in each submitted bid to avoid disqualification.

• All queries should be written and directed to the office of the Procurement Manager at the address given earlier, up to 14 days before the submission of the bids date specified above.

• All bids must include fully completed pre-bid forms and should be accompanied by a valid bid security in the form and amount of an unconditional bank guarantee worth LSL 500,000.00 as stated in the Tender Document.
• The priced Bid, which must be inclusive of VAT, must be accompanied by A valid Tax Clearance Certificate certified at source and a valid Trader’s License certified at source
•  All bids must have One original, Three copies and Flash disk each (for Technical & Financial), are to be enclosed in plain sealed envelopes (Two Envelope System) bearing no identification of the Tenderer and marked as follows: “Bid for Plant and Design Build of the Upgrading to Bitumen Standard of Seboche Road from Ha Paramante to Ha Lebetla (Khukhune) Road Project Technical Proposal and Financial Proposal” together with theadditional mandatory information (listed above) should be deposited in the Tender Box near the Procurement Office (Room G11) of the Roads Directorate on or before Thursday, 3rd July 2025 at 1200 Midday/Noon Lesotho Time and the tender opening will be on the same date, Thursday, 10^th  July 2025 at 1430 hrs.

1. Only Technical Proposals will be opened during the opening and late or electronic/emailed Bids will be rejected.
