The Government of Lesotho has received a loan from the International Development Association (IDA) of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion (CAFI) Project and intends to apply part of the proceeds for consulting services.

One of the key Individual Consulting Services positions within the CAFI Project is that of the Technical Advisor for Government to Business (G2B) Digital Service Delivery.

The Consulting Services (the Services) to be provided by the Technical Advisor for G2B Digital Service Delivery include, inter alia, as reflected in detailed Terms of Reference: (i) oversee implementation of activities that form part of Subcomponent 1.1 on behalf of the CAFI Project Management Unit (PMU); (ii) review the Terms of Reference (TOR) for the Procurements on a new system for company incorporation upgrades to an existing system on business licensing and registration, a new system on e-construction permits; (iii) review the TOR for the  procurement of a study on the development of an interoperability framework; (iv) develop TOR for the procurement of a government gateway for G2B payments; (v) assist the CAFI  PMU in evaluating the technical and financial proposals submitted by the vendors/service providers for the digital solutions, interoperability study and government payment gateway; (vi) provide technical advice to the PMU during the negotiations with the vendor/service providers on an as-need be basis; and (vii) advise the PMU and the Government of Lesotho on the governance mechanism for the implementation of G2B digital solutions.

The Ministry of Trade, Industry, Business Development and Tourism through the CAFI PMU, now invites eligible individual consultants to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria include: qualifications and experience as stipulated in the TOR

 Interested consultants are required to submit their Expression of Interest (EOI), Curriculum Vitae (CV) together with educational certificates and to the address below.

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   

The Technical Advisor for Government to Business (G2B) Digital Service delivery will be selected in accordance with the Individual Consultant Selection method set out in the said Procurement Regulations.
