Lesotho Network of AIDS Service Organisations (LENASO)BACKGROUND: LENASO is a national network established in 1991 and legally registered in February 1994 (Registration number 94/53). Over the past 30 years, LENASO has been actively engaged to promote and advocate for Primary Health Care and community based implementation of interventions to curb HIV & AIDS, TB, Gender Based Violence (GBV) Prevention of Sexual Exploitation and Abuse (PSEA) in the community. The network further plays a pivotal role in coordinating community health and HIV activities through establishment, revival and maintenance of community based organizations (CBOs), support groups and other community structures. LENASO is famous and exceptional in promoting HIV prevention services, promoting social mobilization for uptake of services; promoting case identification; referrals and linkages to the health services; promotes patient tracking back to care and promotes retention in care and sustainability to HIV and TB response. LENASO is currently funded by USAID through Baylor to implement LEADR project in the District of Butha-buthe and Mokhotlong. The Network is looking for highly qualified and energetic CANDIDATE to fill the position of Project Manager. JOB TITTLE: PROJECT MANAGER The Project Manager will be reporting directly to the Executive Director. KEY RESPONSIBILITIES, EXPERIENCE, CAPABILITIES AND ABILITIES: The Program Manager will be responsible for Organizing, Planning, Directing, Implementation, Control Monitoring, Mentoring, Training, Networking, Collaborating, Coordinating and overseeing all LEADR program activities to ensure that LENASO’s quality service delivery in community-based HIV, TB and Cervical Cancer Care and Treatment, mobilization, demand creation, referral, linkages and RETENTION of patients on treatment and care. The LEADR Project Manager will ensure that LENASO’s community level programmes follows national protocols through strong collaboration with the Ministry of Health, implementing partners as well Civil Society Organizations(CSO) and community-based organizations (CBOs) and other key community stakeholders. Under guidance and supervision from the Executive Director, the Program Manager will undertake the following duties; RESPONSIBILITIES: • Liaise with Ministry of Health Officials, District Health Management Teams and other counterparts to ensure effective and efficient community to Facility and facility to community interventions, referral and linkages are of required standards and quality, • Provides strategic leadership and technical direction for successful project implementation • Ensure that Retention activities under both LEADR project are implemented according to set timelines and standards. • Collaborate with the MOH officials, DHMTs in training and mentoring District Coordinators, Community Health Supervisors, Health Retention Supporters, TB Screeners, Community Peer Advocates, CBOs, Community Health Workers and Village Health Volunteers. • Represent the organization in all relevant platforms as well as Technical Working Groups (TWG) of the Ministry of Health, TB/HIV Care and Treatment, Community, PMTCT and Quality Assurance. • Develops schedule for program activities in accordance with the plan, specifications and funding limitations • Strengthen Linkages between Facilities and communities and to increase access to HIV and TB services (referrals & support for continuum of care). Follow ups, Outcomes and feedbacks. • Compiling Monthly, Quarterly, Semi – Annual and Annual Reports for the organization and donors • Establish and maintain a strong working relationship with other line ministries including, Ministry of Health, Ministry of Local Government, Ministry of Gender etc. • Establish and maintain strong working relations with Donors, partners, CBOs and other NGOs in the country to ensure the achievement of the LEADR Projects’ mandate and to ensure that all activities are implemented within the framework of the Gateway Approach. • Assist in design of performance objectives and implement and monitor programming to meet desired outcomes. • Monitor Program Expenditures ensuring that budget allocations are adhered to. • Develops Plans for the Programs, Monitor progress to ensure that the program is effective • Participate in meetings within the District and Community authorities on the implementation of community-level EMTCT and linkage programmes. • Lead the design and implementation of community-based activities for improving uptake to health facilities services. • Supervise and coordinate District Community Coordinators (DCCs), Community Health Supervisors (CHS), Health Retention Supporters (HRS), Community Peer Advocates (CPA) TB Screeners and VHWs. • Ensure that Budget for implementation of activities is used as per the approved Budgets and reported accordingly • Ensure that routine training and mentorship for District Coordinators, CHS, HRS, CPA, TB Screeners, CBOs, etc. where relevant are organized and implemented. • Assist in the development of community linkages and support groups for HIV positive mothers and their families to ensure a network of quality care. • Ensure the timely collection and submission of reports from all the districts to the M&E. • Travel to the districts and communities to ensure the effective implementation of activities, coordinate the reporting of community involvement activities while overseeing the work of District Community Coordinators, CHS, TB Screeners, CPA, HRSs, CBOs. • Collaborate network with other partners and donors to mobilize resources for sustainability of the programs and the organization. • Perform any other duties as may be assigned. QUALIFICATION / EXPERIENCE AND SKILLS • Minimum of BA in Social or Health Sciences. • At least of 3 years in program planning, budgeting and implementation of health-related programmes. • Strong leadership, supervisory, training and coaching skills. • Ability to work independently with strong problem-solving skills • Team work, collaboration with good verbal and written communication skills. • Excellent relationship building • Significant experience of developing senior-level external relationships and securing the highest-level advocacy, including developing and harnessing strong networks across multiple stakeholder groups. • Advance understanding of stakeholder engagement. • Extensive experience of leading, motivating and managing teams with the ability to promote a culture of high performance, continuous improvement and innovation. • Experience and successful track record working in a diverse complex fast paced environments and the ability to influence positive change. • Proficient in risk management and organizational resilience. • Ability to work effectively in a diverse, multi-cultural environment. • Experience of working with external partners, funders, and media. • High level interpersonal skills. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.
